SPRINGFIELD – Come Jan. 1, middle school students across Illinois will have the opportunity to get a head start on their high school education, thanks to a new law from State Senator Laura Ellman.
“Every student deserves a fair opportunity to succeed, no matter their ZIP code or classroom setting,” said Ellman (D-Naperville). “When we recognize students for their hard work and achievements, we open doors to confidence, preparation and long-term success.”
Under House Bill 3039, middle school students who are enrolled in high school courses can earn high school credit if they pass the same final exam used at the high school level, demonstrating proficiency, and so long as their participation does not impact high school students’ ability to enroll in the course.
“Early academic achievement should be celebrated and supported, not restricted,” said Ellman. “Giving students the chance to earn credit ahead of high school empowers them to challenge themselves and enter the next chapter of their education ready to thrive.”
House Bill 3039 takes effect Jan. 1, 2026.
